Too stringent xsl functions

The function xuse:link-to-uc() in xsl-fo/core-fo.xsl is too stringent causing PDF generation to completely fail if the use-case references are broken. The validation report should cover the reporting on a broken model - the PDF generation should work gracefully where invalid or missing references are encountered.
