https://bugs.launchpad.net/ubuntu/+source/xchat/+bug/135089 reports:

If I select some text in X-Chat, copy it and paste it back again all formatting codes are lost. This combined with Ubuntu bug #101872 (http://sourceforge.net/support/tracker.php?aid=1749359 here) makes it impossible for me as an operator in a channel to alter the channel's topic without either stripping all formatting or replacing all formatting manually, which is a considerable annoyance if (as is the case) the topic contains considerable quantities of formatting.

Ideally the default behaviour would be to copy without formatting, but with a rightclick option to copy with formatting.

Copypasting formating codes requires to enable it, right clic on a tab or use /chanopt (see /help chanopt).

As a workaround, I edit formated topics using the edittopic.pl script:
    http://xchat.org/cgi-bin/search.pl?str=edittopic

In response to skiidoo, even if you turn on "Color paste" in a channel, editing the topic using the topic bar (the text box on the top of the window) is futile since that box does not contain any formatting codes either. However, the advantage of turning on "Color paste" in a tab is that you can just execute `/topic` and then copy and paste into the input box preceded by "/topic", and proceed to edit.

At time of report, could enable on a per channel basis with the above mentioned right click. Since 2.8.6, now able to hold down ctrl while highlighting to include the formatting codes.

Editing the channel's topic is separate. Closing this one.
