Hi.

Mime-version is only added to the mail header when
there is attachments.

Text with quoted-printable is not converted when I read
a mail without 'MIME-Version: 1.0' in the header.

Nocc version 0.9.6, Mandrake 10.1 with
apache2-2.0.50-7.2.101mdk, mod_php-2.0.50_4.3.8-2mdk,
php-imap-4.3.8-1mdk, imap-2004-1mdk
