My personal suggestion would be a client, even if Java, that can sit on the desktop and be programmed to automatically push files into the Xinco database.
Example process would be that a third party scanning application drops PDF files (or TIFF, JPEG, or similar) into a specific folder. This is normal for many large format scanners. (Scan to User).
