I assume you mean 0.14-0ubuntu0~ppa1~hardy1, since I'm unaware of any other hardy 0.14 packages.
What is the output of dmesg ?
Run lsusb, take a note of the bus number and device number of the ipaq. Now run
lsusb -v -s :
and send the output.

I have now wm6.5, but i tried before with 6.0 (the original rom) and 6.1 - same results

It almost certainly is supported, just not working. I have moved this to bugs.

What version of Windows Mobile is this ?
What version of packages synce-hal, libsynce0, librapi2, librapi2-tools.
When you say "the ipaq is not recognised by synce", what do you mean is or is not happening ? Does synce-pstatus work ?.

I switched from axim x51v to ipaq 214 and now i can't anymore connect to ubuntu 8.04 - the ipaq is not recognized by synce.
seems that this device is not supported.. can you change that? or explain how to do it yourself?

A new release of synce-gvfs, 0.3.1, to deal with changes in the 1.4 series of gvfs. Please note this release will not build out of the box, it does not include all of the required files from gvfs because of the increasing difficulty in doing this. Read the README.
