There are three projects in the STLplus Sourceforge repository:

  stlplus3: The STLplus library collection version 3 - this is the version you should use

  stlplus: Historic version 2 copies of STLplus, now deprecated

  makefiles: Gnu make files for building STLplus and other projects easily

Note that the makefiles project must be unpacked into a directory
"makefiles" for the other projects to be able to find it.
