We came up against this problem too. It's a bug in the current version of the Safe Exam Browser.
You can fix it if you set "write permission for all user" to the SEB installation directory. Then it should work with a limited user account, too.

Thanks a lot for this !
It works well in my WinXP / Win7 maint account (administrator rights), but when trying to use the SEB from a lmited account (standard user), i always get the following error message and SEB won't ever run :
"Firefox wird bereits ausgeführt, reagirt aber nicht. Um ein neues Fenster öffnen zu können, müssen Sie zuerst den bestehenden Firefox-Prozess...

It's not possible at the moment, the portable firefox that comes with SEB is in german.
