Ok, So I am trying to install CrystalWebMail and I need to initialize the pgsql database but I have no idea how to. My webserver is though bluehost.com which has phpPgAdmin installed.. What do I do?

You are definitly in the wrong place to ask this question. We are not CrystalWebMail, neither bluehost.com.
So only answer I can give you is :
* create a new and empty database for CrystalWebMail
* read bluehost.com documentation about how to connect to your hosted database
* read CrystalWebMail documentation about how to populate the database
