Sorry for not responding earlier, but actually noone is using these forums anymore and we observe them very rarely - all the OpenCPN related stuff is discussed on http://www.cruisersforum.com/forums/f134/ To your problem: opencpn.exe is really missing from the package, which I've never encountered as of yet. Could I have a look at the complete output produced by [b]cmake --build ...
