that depends on the point of view.
probably any author will regard his articles more
or less urgent, but actually it should work the other way round:
the article get pulled not pushed.
the community decides wether or not an article is "urgent", or if it get dispersed at all, depending on the authors reputation.

Can we create a type of "urgent" flag that
a reporter can set, when submitting a news
article? Let's call it the "Breaking News" flag.
This could be used as a sorting and prioritizing
aid, and for auto-propagation in a p2p network.
