This tarball received from Philips. I uploaded it without any modifications. 

Some comments on tar content:

toolchain/ - toolchain, including compiler, linker and set of libraries. 
toolchain/target - ELF 32 bit binaries and libraries, useful for chroot. 
src/ - GPL sources
src/rootfs - root file system + outdated version of the non-gpl components
src/release - firmware updater scripts
src/fstool.dat - tool for creating rootfs image
src/build.sh - script to build a firmware
src/build_env - script to initilize toolchain
src/release/wifi_20101011_83.img - wifi module and wpa tools (binaries only, non gpl)
src/MVLPE4.0_2.6.10-DS - kernel sources
src/VT8500 - seems to be kernel sources for the 8430 SoC
src/patch - platform specific kernel patches?
