You're right, TOS ROMs for TT and Falcon must be 512kB, not 256kB, so your tosdump program created a bad image.
Please try the TOSRIP program instead, it should be able to create a 512kB image, too. You can get this program from http://www.pangaelinwillow.net/ for example.
For Falcon emulation, you should then either use 68020 or 68020+FPU and at least 4 MB memory.

The Hatari project has been moved to http://hatari.berlios.de/ to be able to use a modern distributed versioning system (Mercurial) instead of the old CVS repository.
