I'm almost certain nobody does - Windows Mobile programming is very different than PalmOS programming, so one would have to practically rewrite the application from the scratch.
However, you might have luck with some PalmOS emulator on WindowsMobile, like one on http://www.styletap.com/ (note: I'm not affiliated with them, nor have I even tried the software... just a maybe helpful link I've...
