dxflib is a library that reads and writes DXF (CAD drawing) files.
Zooming and panning are operations for a graphic view. To have zooming and panning features in a file format library would be an incredibly bad software design.

in a DXF, polylines can be 2D or 3D.
For 2D polylines, it is possible to set a default
elevation value for all the polyline that works like
a global Z.
Currently, DxfLib does not give the elevation
information of a 2D Polyline, making impossible the
exportation of a terrain elevation data made with 2D
Polylines.

These are not really operations for dxflib. dxflib is only a filter to parse / write DXF files.

Is it possible to output the following from dxflib :
Lenght of a geometry ( or part )
Number of closed contours in a part
Max horizontal distance of a part
Max vertical distance of a part

No.. in fact dxflib will stay GPL / commercial at least for now. The dual licensing has worked out quite well so far and helped funding the development of dxflib.
