I think the RPM spec file as well as other distribution packaging specific files does not need to be included in upstream sources (this is part of at least Debian's policy). If any of the active developers maintains the file it is good will, but I (as a packager for any distribution) would not rely on the spec file.

I think generating a l33t sp34k dictionary from i.e. an english language dictionary is the better approach than putting rules for generating such transliterations into cracklib.
