This works quite well. I've used the CK1 to EU3 converter and it was OK... This project has a much better conversion rate on territories, but mine had no money or troops. No one else did either. Overall, AWESOME. Still playing with it... maybe I missed something. But if you read this, then you want this. Just read the readme and follow directions.
