Dvorak-QWERTY Layout has character codes from Dvorak Layout, but virtual key codes from QWERTY layout. It means that (in most apps) you'll type text in Dvorak, but all short-keys (including Ctrl+<key>) will be as in QWERTY. Created with MSKLC 1.4.

It works great for me. I can now copy, paste, cut, select all, undo (ctrl+z) and redo (ctrl + v). At first it did not work, because under the English keyboard layout it showed as "invalid layout" or something like that, but after reboot it now shows up as "US Dvorak QWERTY keyboard" and works and it can be selected in my language bar.
