I got it and checked it out. The reason they aren't being
deleted was because a MOD had been installed that was
using logic that makes the script skip over that part. When I
commented out that MOD (leaving the default SE code) it
worked fine. if you want to contact me off of here I can help
you if you need it to fix that. I will close this though.

outside of it? Are you a yabb dev?

I wouldnt think so but dunno. It cant's be the directorys.
As for the file, that's forced 644 by the host. Here's my
directory pattern:
[root]
|_____ yabb
|
|_____ uploads 777
|____attachments 777
|________file.ext 644
