#11 need to emit predefined character entities

Serialized XML results containing any of the
characters "&", "'", ">", "<", or """ need to have these
either replaced by their predefined character entity
equivalents, or the entire containing text content
wrapped in a CDATA wrapper. I'll likely opt for the former
solution but am open to other thoughts.
