an's and a's work on the phonetical pronuncation of the
word

in this way XML is actually

eX eM eL... so

an's come before phonetical vowel sounds not actual vowels

"a u" as in one letter u being a good example as the
letter u is phonetical spelt

u == you.... which doesn't start with a vowel.

an XML file
etc...
