This works for me using SVN trunk. Could it be a xchataqua specific problem?

That server is misreporting its capabilities. It has ELIST=MUCT in the ISUPPORT. The U says it supports the usercount search with list. Additionally the USERHOST command used to implement "Get my address from the IRC server" won't work on this network because it returns a masked address.
