#152 special characters - ü ö

The above characters were used in a file encoded in UTF-8 with the language listed as English. The special codes for the characters were not used; the characters were themselves in the file. Both the default parser and Lobo failed to display the characters properly. Instead, some weird symbols were shown. Both Firefox and IE showed the correct characters.

Is this a case of fault intolerance on the part of the parser?
