There should be a safeguard against creating data or
analyses and mis-representing it as the work of
somebody else. Bad data or analyses attributed to
someone who did not create them could be really
damaging.

One possible safeguard might be to attach an electronic
signature to everything that leaves a person's computer,
identifying her as the originator of it.

This might not be possible if they are not working at
their own computer. What other possible safeguards are
there?
