#9 Win32 package install error

Target OS : Win2k (sp3) (Taiwan) and WinXP (sp1) (Taiwan)

I have downloaded 3.90-1/-5/-12 and 3.80-9

While the unpack doesnt make any error, I have problem
to run the setup.exe. They all give me

"Application Error"

"0x65999969f" instruction ref at "0x00000000"
(memory).And it can not be "read"
