When the maximum file size on uploading a picture is
exceeded (e.g. > 1Mb), no error is given to the user,
instead, they just go back to a blank upload picture
page. Need to present the user with an error
indicating that the picture was too large.

This happens with GEDCOM upload that exceeds max limit
except you get the error page.
