webminstats moved from subversion to git

Weminstats scm was first cvs, then subversion for a long time, but with the last storage failure, some commit were lost, when the backup was restored.
So I decided to move the project to git, as all my others sourceforge projetcs. I use this doc : http://blog.jessitron.com/2013/08/converting-from-svn-to-git.html for the migration
