#32 JSpeex support

JSpeex has excellent sound quality, including support
for wideband sound like Skype.

The jar file for JSpeex is large (100KB?) and the
encoder is much more CPU intensive than the current
tritonus GSM encoder, so JSpeex should first be an
option configurable at the server level.

As well, perhaps only narrow-band should be supported
at first, given the additional complexity involved with
supporting wideband capture and playback.
