I have created a user in the webmin panel, with shell: /bin/rbash.
The user can upload php files with ftp, and I wonder if there is any configuration in the webmin panel, so I can prevent the user from uploading php files to the server.

users don't need shell access for ftp the ftp server has the shell capability.
I suggest that you use the LIMITS directive to restrict/allow directory/suffix (php) and renaming/copying commands (stop txt > php)

for a specific user

by editing the config file as webmin itself has no specific options to do what you want.

Just remember users may need to upload files to their websites like index.php

i suggest that end users should NOT be uploading php...
