TO make things clear, i show an example:

I have a group, called "PROXY", with permission ONLY
to the squid proxy server module

I have a user attached to that group, called "A"

I have the user "admin" (all permissions)

The user A is logged, working normally, then "admin"
logs in. The result is that user A gets "ALL RIGHTS"
from admin while it's logged in.

The same thing happens in the reverse situation:
admin is logged in and user A comes in.....

Admin "loses all rights", except those that user A
has..

    Are both users logging in from the same machine, to the
    same webmin URL? If so, the problem is that your browser
    only keeps one login at a time - so if you are logged in
    as user A and then login again as admin, user A will be
    logged out.

    This will not happen if the two users are logged in from
    different machines ..
