#3840 comments in external ACL file not saved

Created an file contain IP addresses (one IP per line) for use as an ACL. Added a comment on a line by itself for documentation purposes.
E.g.

# test network IP
172.16.45.2
192.168.1.123

Configured the module to read in the contents of the file, there is a blank entry in the listing. Upon clicking Save, checking back with the actual file, the comment disappears. If one configures the entries in the ACL to have the comments inline with the IP entries:

E.g.

172.16.45.2 # test network IP
192.168.1.123 # test network IP

Viewing the list from UI, it shows two blank entries. Upon clicking the Save button, both lines will disapper from the file.
