#1847 Upgrading to 1.170 on FC1 leads to unusable webmin

System: Fedora Core 1 (2.4.22-1.2199.nptl), webmin 1.160 installed via apt-rpm.

I have upgraded to 1.170 (rpm) via webmin's built-in facility, and the results are:
- lost standard theme, resembles debian's one;
- it always tells that I have no access to any module (as root).

Digging into the conf files, it seems that the acl and the miniserv.users file get wiped or substituted by empty default files.

I had then to uninstall and reinstall v1.160, taking care of erasing /etc/webmin.
