#66 No access to suspended submissions

When a student submits code that causes Web-CAT to suspend the submission, the student gets no particular indication of why, the professor gets an email that outlines the problem but not the actual code, and there's no way inside of Web-CAT to access the suspended submissions (it's not listed in the Grading tab, and under Assignment Properties, it notes that one submission is suspended, but there's no button to actually look at it).

Fix: Either list under Grading with suitable caveats, or provide a list in Assignment Properties (a button to click to download the .zip?) of suspended submissions.
