#1 Undo over protected text confuses undo state

Steps to repro:

* Enter some text
* Set some of it to "protected"
* Undo until the protected text is undone

Observe that the protected text is not undone, but the
control thinks it is. Undo and redo subsequently behave
oddly.

Possible fix: when applying an undo action, it might be
possible to check to see if the "is protected"
notification fires. That might be a clue that all is
not well.

Current workaround: don't use the "protected" format.
