#12 Documentation on creating a build environment

Creating a new build environment (either for a new
platform or with different versions of tools and
libraries for an existing platform) is a bit of a black
art. There are plenty of working examples of already
constructed build environments publicly available, as
well as a tool for importing individual OS components
that works for multiple different packaging systems
(/vesta/vestasys.org/vesta/extras/pkg2vesta). However,
there's no document that actually walks through the
process of creating a new build environment.
