#29 New Radars: Stage 1

As per discussions (http://forums.vega-strike.org/viewtopic.php?f=58&t=18118) Radars are beginning to be retooled to be more feature rich. A logical step seems to be
1: Establish what radar ranges do, re-size and rework as necessary.
2: Further develop the effects of ECM and ECM resistance on radars.
3: implement a radar cross-section system.
