#170 Should support time-invariant variables

Some of the variables we use, such as ELEVATION, DEPTH, ANGLE, etc. are time-invariant, however we create multiple copies of the data in the VDC. This adds a lot to the storage needed for a VDC. We should have support for variables that don't change in time.
