vdcwizard generate the error message:

Variable "ELEVATION" does not exist ...

for data that does not (should not) have an ELEVATION variable.

To reproduce:
1. Process the POP data in DASG/VAPOR/Data/POP/KISTI/

During translation the error message will be generated.
