#1003 confusing vdcwizard behavior when recovering from errors in vdcwizard

Try the following (windows or linux)
start vdcwizard. Specify a vdf file name, and select the two .nc files in /glade/p/DASG/VAPOR/Data/MOM4/JinHeeYuk/ (salt and eta). When you click to create the vdf, you get two error messages about a failure to initialize a NetCDF collection for reading. (this message will not mean anything to users)
Click back and again click "Create a VDF file". The error messages are repeated 4 times. Remove one of the two netcdf files, and click "next". Nothing happens, but the console prints a message "QWizard:next: Page 1 already met". Try again, and you see that it is already populating data; i.e. the populate screen is displayed with nonzero progress. But it stops and no more progress occurs. Click "finish" and it proceeds to do the conversion.
