#8 Reorder Elements in Root Model

Right clicking on the top model, the reorder elements option is grayed out. It would be nice to have the ability to reorder these high level elements. I guess a work around would be to create a subpackage and reorder elements under that.

    A second that. I would also like to be able to re-order the use cases within a package. I know that once you publish them to some people you may want to keep the same names for the use cases but when you start listing them you rarely put them in the right order.
    Once I am done with my first pass, I would like to decide which ones end up being named UC1, UC2, ...
