Allow users to create new stamps from within Tux Paint. (ideas: use white as transparency; crop out unused areas of canvas; scale down if the image takes up a lot of the canvas)

Updates:
* We could also offer an "add template" feature; see https://sourceforge.net/p/tuxpaint/feature-requests/236/
* This option could be accessible from the Open dialog
* It should be possible to make this feature (or both) inaccessible as a Simplification option
