I have actually the same problem with using elsart.cls files for scientific articles: package ulem.sty is loaded and it has the \note command already defined.

I checked with my tetex distribution, and ulem.sty does not define the \note command. Maybe, elsart.cls uses some other package that requires mdwlist, which in my opinion causes the problem ...

This is the part of the .log file with the error message I get when using elsart.cls. The error pops up when loading the ulem.sty, so I thought it was connected with it. \scrollmode works, but the \note command produces a "Note 1" text in bold with the whole rest of the text in italics. Other commands (\annote, \add, \change, \remove) seem to work OK.

Note that TrackChanges version 0.7 in no longer compatible with the ulem package. The package soul should be used for underlining etc. instead.
As an over all solution to the command incompatibility I suggested a compatibility mode in artifact 2912056. This mode would preface all of the commands with tc ( for example \note -> \tcNote). The warning message for packages with known compatibility problems could suggest using this mode.
