#15 Command to merge tilesets

Occassionally I create two tilesets, only to later find
that I would rather have only one tileset. The "copy
tiles" command provides a partial solution to this
problem, but it is incomplete because it copy the maps
which may make up the bulk of the data associated with
a tileset. I therefore request that a command which
copies all tiles, maps, and sequences from one tileset
to another, optionally deleting the source tileset.

It just occurred to me that if this command does not delete
the source tileset, it can also be used for splitting one
tileset into two tilesets: just create a new tileset, copy
the existing tileset into it. This is another function that
I would often find useful.
