The cache feature does not work in 1.7 when an url
includes additional parameters delimited by ampersands.
The ampersands are encoded to &amp; before being
submitted to the database and urls are not encoded
properly when send to the tiki-view_cache.php script.

I have patched tikilib::parse_data() and the
tiki-view_cache.php script.
