#835 Receive messages by mail

Checkbox in User Preferences -> User Messages box in
order to chose to receive messages by mail or not.

Thus the present priorities choice is greyed until Send by
e-mail is checked. The default choice is All messages.

Admin can set Receive by e-mail for all users, groups,
individuals.
