TclMagick.c fetched from CVS 2/19/05.

Do a "magick resourcelimit file"

Get either a segfault or goofy error message.

The compare for objc == 3 is wrong, it should compare
for == 4
to decide if there is an additional arg. following the
"file".

Patch is attached.
