#4070 NRE and DTrace

The NRE implementation was done without paying much attention to Dtrace functionality (due to my ignorance). The probability of it having survived unscathed is very small.

I will need assistance in restoring things properly, and also in determining if new probes may be convenient.

Miguel, would be grateful for review (note that with the new debug logging, the dtrace support can be tested even on platforms with no DTrace, c.f. tclCompile.h)
