I've tried to debug the program together with its author (Lindsay Marsall)
but we did not succeed. I think the misbehaviour issues due the misbehaviour of Tcl/Tk under NT.
Please investigate the strange interaction between Zircon <-> Tcl/Tk <->

ObservedBehavior:
While trying to use Zircon on Windows NT I could not connect
to any IRC server (the application did not connect)
DesiredBehavior:
Please check the NT implementation of Tcl/Tk since THE SAME Zircon
works OK on Linux/i386, FreeBSD/i386 and Solaris 2.5/sun4
This is likely a problem that is solved with the improved socket
driver code in 8.2.0. Please try using that and tell us whehter
or not it functioned as expected.
