I guess the users will be engineers and students in engineering .I didn't hear about common people to use these tools.
Fo people to choose our software instead of Simulink ,our product should have features that Simulink can't offer.
I didn't used Simulink for a lot of stuff so I don't know what are it's full capabilities.
I propose to develop some basic functions at the beggining, to simulate the answer of systems for different input signals and some basic transfer functions.
What do you think?

The potential users are engineers especially researchers. MATHWORKs SIMULINK offers a lot for functionality, some basic ones are;
- Drag and drop module based shematic design
- Runs the simulation just by pressing a botton
- Libraries ... many signal, control...
- Different simulation methods, variable step, fixed step, continuous state... with different solvers ode1 2 ...
This discussion is about the content of the software. We will try to figure out the general features of the software.
The questions can be,
1) Who are the potential users?
2) What do they need?
3) Are we offering something new?
4) etc.. etc..

Also GNU scientific library http://www.gnu.org/software/gsl/
Has anyone practiced simulink, systemC or GSL ?
