#122 AutoMode: Dismiss auto-op if the user already has it

Hi,

Since I added a configurable delay to AutoMode (see https://sourceforge.net/tracker/index.php?func=detail&aid=3524389&group_id=58965&atid=489449 ), channel services may have opped/halfoped/voiced the user first, so I wrote a fix to prevent the bot from applying the mode again.
