Datatype Subsystem Content Added

You may have noticed that the datatype subsystem in the metamodel was empty. Not anymore! No operations, just structure at this point. Also I have created a separate Metamodel Only file package. That's the one you want as I have not updated the metamodels in the editor package.

Action Language Metamodel

I'm breaking ground on the Action Language Metamodel. I'm going to start on the Data Typing subsystem so that I can nail down the hardest part (I think) first.
